Digital Water Utility Development - Program and Project Management

Our client wanted to take their power and water infrastructure to the next level of performance sustainability by reducing water costs, eradicating waste, and preventing pollution. They hired us to provide program and project management for the development of a new digital water utility.

We¡¯re setting up a system of digital project management organization (PMO) processes and tools for their projects, standardizing how they start, plan, report. We¡¯re also defining their digital governance and creating a management roadmap for their project portfolio.

Since they¡¯re starting from scratch, we first needed to create an organizational change management (OCM) action plan. This included forming teams of sponsor and change champions, defining PMO roles and responsibilities, crafting messages using the ADKAR change management model as a foundation, and developing a PMO SharePoint site.

We¡¯re also modeling transparent communication between teams and key parties, consistently sharing PMO information and updates, identifying and addressing risks caused by changes, and supporting training and knowledge transfer activities for new and updated business processes. Other best practices include developing asset data management and architecture, technical standards, Internet of Things, business design, customer billing, system supervisory control and data acquisition architecture, and computerized maintenance management systems.

By optimizing our client¡¯s digital PMO system from the start, processes can run smoothly and transparently, allowing leadership to focus on sequencing and performance of their new smart water infrastructure and maintain confidence in the PMO¡¯s success.
